In Budget 2017, Canada announced its commitment to make three labour market transfer agreements simpler and more flexible (Labour Market Agreements for Persons with Disabilities, canada Job Fund Agreements and the Specific Initiative for Old Labour Agreements) by consolidating them into new Labour Force Development Agreements. NasWD contains performance indicators and targets to track progress. To improve accountability, the agreement should clarify the roles and responsibilities of governments. Together, these commitments should create an effective partnership between governments in defining vocational training policy and monitoring the provision of vocational training services.
